Civil Aviation Authority Prefers New NAIA Runways Over New Airport

The Civil Aviation Authority of the Philippines has declared publicly that it prefers constructing new runways at the highly congested Ninoy Aquino International Airport over the proposal of the San Miguel Corporation to construct a brand new $10-billion international airport with four runways.

According to Deputy Director General John Andrews, the Philippine government could save billions if it decides to concentrate on improving Ninoy Aquino International Airport instead. Andrews says that the construction of additional new runways, estimated to cost P36 billion, is significantly cheaper than the US $10 billion proposal put forward by San Miguel Corporation for a brand new airport. He added that a brand new airport would also take considerable time to complete, which could be compounded by further delays caused by reclamation works. 

Although San Miguel Corporation claims that they could have the new airport project completed within 7 years, Andrews believes that the privately funded project would more likely take 15 years to complete, while the construction of a parallel runway at Ninoy Aquino International Airport would take only 2 years at a cost of P2 billion. Andrews added that the construction of parallel runways at NAIA could improve the airport efficiency by as much as 80 percent increasing the airport capacity from 40 flights per hour to between 60 and 70 flights.

Andrews indicated that the new parallel runway that is to be constructed by the government at Ninoy Aquino International Airport will be the same length as the existing runway, but wider by 200 meters in order to accommodate simultaneous take-offs and landings. Andrews believes that constructing a new airport in the heart of Manila would only aggravate the existing traffic conditions in the nation's capital city. 

The San Miguel Group presented a proposal last week to construct a new international airport on land owned by Cyberbay. The project would cover an area of approximately 1,600 hectares with the new airport being able to accommodate as many as 250 flights per hour. The existing Ninoy Aquino International Airport has constantly been a contender for the top spot as the world's worst airport. Terminal 1 is currently undergoing renovation and is presently operating during the sweltering summer months without an adequate air-conditioning system. The government blamed the country's procurement laws for the inability to acquire new air conditioning equipment in a timely manner to address the needs of travellers.

  1. A new runway at NAIA can only ever be a stop-gap measure. Just enough to bridge the time between now and when the SanMig Airport has been finished, even if it takes a bit longer than 7 years. The new runway at NAIA will and should never replace the need to build a new Airport, which is so desperately needed.

  2. what good is a VERY OLD refurbished, non-airconed, torned ceiling, no cctv, no fixed transportation to 1-2-3 terminal, no artistic detail, no proper booths, not enough chairs for passenger airport for an international flight, than a new and more befitting for an international flights? NAIA doesn't even have the right facility and transportation to the other terminals. It's like a big blob of dirt where the officials just add more and more and doesn't even give time to repair. It's better for our country to have a new airport, for as what our president said on the event, that we are progressing.

It's astounding to hear that many quarters - DOTC, Civil Aviation Authority and Manila Airport Authority are proposing to build parallel runways alongside the existing ones at NAIA instead of agreeing to build a newer, bigger and better airport wherever that would be.They simply have no foresights and what they're proposing will only address the problem of congestion at NAIA on the short term. And what about the future? Have they thought about that every country in the world building modern, futuristic and mega-airports due to the changing times as travellers grow in numbers. The only exception to that is the Philippines because the people tasked to run NAIA are a bunch of morons so therefore lacking in vision or no vision at all. So Filipinos just have to contend themselves with a decrepit, antiquated and 20th century airport. Just to remind you that we are now in the 21st century and therefore need a 21st century airport.How much more pain and suffering you people want to inflict on the travelling public.Get on with building the new airport.Of course it takes time and more expensive.So what? Chep Lap Kok and Incheon took time to build as well.

    1. It could be they could be buying more time to build the new airport. Building a new airport is not exactly cheap and takes a long time, so they probably want to maximize use of NAIA while the new airport is under planning. It's just a stop-gap.

    2. Planning? That should have been done twenty years ago when most of its Asian neighbours were building bigger and modern airports. And what have Philippines got all those years? The worst airport in the world and possibly a world heritage to add to the lists. NAIA is way behind and at the very bottom among its neighbours in the region.

  5. Of course! New projects mean new connections will have to be established which will make it harder for those crooks to make cutbacks and pocket the money for themselves. Unlike with old established friends and connections they can get away with it pretty quickly. That's why they prefer the "band-aid fix". Here we go again.

  7. One can see that the Civil Aviation authorities, mostly ex-military goons, are out of step with the reality of the times and are less qualified than most.
    It is high time for the government to bring in some experts to evaluate the situation, independently, and to make recommendations that the Office of the President can act upon and set in motion.
    The more the Civil Aviation authorities carp about new runways and attempting to build new terminals at the old airport, the more suspect they become of trying to profit from whatever is done, knowing that it will only be a temporary solution.

Does that mean the Philippines will never get to see and have that much needed bigger,modern and world class airport and forever doomed with a decrepit, outdated and congested airport? Who are these people behind CAAP? They should all be fired and put to jail for wanting to inflict a lifetime of sufferings to the Filipinos.

    1. The Civil Aviation Authority of the Philippines does not represent the "Government of the Philippines." Representatives of CAAP have their opinions, while the people at DOTC also have their own opinions. As usual, people in government continue to talk but take very little meaningful action. The DOTC is currently evaluating the SMC and Sangley project. They intend to pursue construction of a new airport. However, CAAP officials are saying that it is cheaper and more practical just to develop NAIA.

  13. Alah, ituloy dapat ang bagong airport kaysa sa MAPAPAHIYA na naman tayo sa mga dayuhan at mabigyan ulit ng "WORST AIRPORT". Masarap na ngang ikumpara ang NAIA (MNL) sa SIN, BKK, KUL, CGK, HKG, ICN, PEK, at iba pa, tapos ganyan pa? Hindi rin namang makatutulong ang parallel runway para sa NAIA.

    Ang problemahin din ay kung paano mapapalaki ang passenger terminal ng NAIA, pati na rin ang apron at lalung-lalo na ang Airbus A380 facility ng passenger terminal nang magamit ang ganung kalaking eroplano sa NAIA ng sabay-sabay. Tingnan nyo, ginagamit ng Emirates ang Airbus A380 sa SIN, BKK, at KUL at baka rin magamit sa CGK at SGN for future at mapag-iwanan ang Pilipinas sa SE Asian destinations ng Airbus A380 ng Emirates.

    Paano rin matutuwa ang European airlines sa NAIA? Isa rin sa kahiya-hiya ay isa lamang ang European airlines na bumibiyahe ng Pilipinas (KLM). Marami yan dati. Tingnan nyo, ang SIN, BKK, KUL, at CGK, may higit sa dalawang European airlines. Isa rin sa nakikita ko ay hindi kaaya-ayang airport kung bakit itinigil ng mga European airlines ang Pilipinas.

  17. They must be kidding! Napakahiyâ!!!!! Apparently, Einstein was right! It is not only the universe that knows no bounds but also human stupidity (or maybe corruption?)! Honestly, a new runway or two at NAIA instead of a new airport? How short-sighted could you get! New parallel runways at NAIA, definitely, but only as a useful stop-gap measure until the new airport befitting a rising economy, such as the Philippines has become, is built. All our neighbours, Malaysia, Thailand, Vietnam - you name it - already have already built (why not us by now???) or are currently building glittering state-of-the-art premiere airports to befit their burgeoning growth and are benefitting or stand to benefit immensely from that. What a disgrace if the Philippines, whose economy is predicted to become the strongest in SE Asia by 2040, is to stick to its "Worst Airport in the World" status against all reason. These people in the CAAP must be careful or one could get the impression that they, notwithstanding the good job they did with regaining Category 1, have no vision at all, and are either intellectually challenged bean-counters or are corrupt and afraid of losing out on kickbacks etc. because the SMC or any new project creates new political and financial lines that may exclude them! One should be grateful that such a visionary like Ramon Ang is so justifiedly intent on restoring grand old Philippine Airlines – Asia’s FIRST airline, FIRST to cross continents and an ocean to Europe and the States respectively from Asia - even in 1952 - FIRST Asian airline to fly to Mexico City across the Pacific for chissakes (I unfortunately lost the vintage 1952 route plan/ticket envelope, a family heirloom , that proves this!) to its old glory, to join the ranks of the world’s premier airlines, in addition to presenting the Philippine government a fully financed state-of-the-art international gateway on a silver platter! Honestly!!!!! I hope P-noy knows what’s good for our country and makes sure a new airport is built – either off Sangley Point or on the Cyberbay reclamation area. How could the country grow its tourist industry properly if it retains the biggest bottleneck, and complete turn-off - NAIA – there is no way that NAIA can serve the 70 to 100 Million annual passenger volume future growth absolutely requires? And as a parting shot – Ninoy Aquino deserves worlds better in the way of an airport that is honoured by his name – if it cannot be upgraded from the eyesore that it is, than better to close it down as soon as the new airport is built. Besides, what’s to stop us from calling the new airport NAIA II???!!!!! Sana namán….!!!!!!!

  20. I hope the CAAP are not serious if they believe ICAO will approve simultaneous landings and takeoffs on parallel runways with only 200 metres separation. They would need at least three times that separation for that mode of operation and there just isn't the space available at NAIA for that.

    Not only that, but the length of the proposed new runway would make it suitable only for the smallest types of commercial aircraft. Nothing larger than an A-320 would be able to make use of it.

Our airport is too congested already. building a second runway will worsen the situation. Government saving money on the san miguel offer???the Government will not shell out money on the PPP project.Its high time we close down the whole facility, sell it and move to the new airport.

Mr. John Andrews and his bunch of brainless cohorts are probably thinking of building elevated runways at NAIA over those houses beyond the airport perimeters for future expansion if my guess is right.
