Philippine Airlines and Cebu Pacific Competing for Canadian Flights

Cebu Pacific and Philippine Airlines are going head to head competing for recently negotiated Canadian flight entitlements after Canada and the Philippines reached a new air services agreement last month that doubled the number of flights between the two countries.

According to documents filed at the Civil Aeronautics Board, both of the country's main carriers are competing for the seven additional flight entitlements that were recently negotiated with Canada. Under the new agreement, the number of flight entitlements for each country doubles from 7 to 14 flights per week. Fifth freedom rights were also lifted from 4 to 5 flights per week. Fifth freedom rights enable a carrier to fly to a country with an existing air agreement, pick up passengers, and continue on to a third country destination.

Philippine Airlines currently holds the initial seven flight entitlements to Canada. In the applications filed at the Civil Aeronautics Board, both Philippine Airlines and Cebu Pacific are applying for the additional 7 entitlements to Canada. According to the application, Cebu Pacific is planning to fly seven times weekly to Canada. Philippine Airlines already flies seven times per week to Vancouver with three of those flights that continue on to Toronto. PAL recently announced that it was planning to double its number of flights to Vancouver with some flights continuing on to New York. 

The Philippines has negotiated a number of new air service agreements this year with Singapore, New Zealand, France, Canada, and Myanmar. Last year, the country negotiated new agreements with Italy, Israel, Australia, Macau, Brazil, and Japan. The Philippine government under President Aquino is pursuing air talks with a number of countries in an effort to develop its open skies policy, which is designed to help the country meet its tourism goals. 

Both Philippine Airlines and Cebu Pacific are under-going multi-billion dollar refleeting programs to enhance fuel efficiency, add capacity, and support expansion of their respective networks. Cebu Pacific is set to acquire up to fifty aircraft, while Philippine Airlines is planning on acquiring one hundred new jets. It is expected that both carriers will be announcing a new order for long-range aircraft in the near future to support further expansion in the United States and Europe. Both carriers have revealed ambitions to serve a number of cities in Europe and the US in the near future. Obtaining the flight entitlements to Canada are critical for Philippine Airlines' plan to serve US East Coast destinations via Vancouver.

  3. Not yet... but the long range plane is on the drawing board... obviously at this time they don't... but if they want to go to Canada, then they just have to find the appropriate aircraft... ignorant posters need to grow up.

  4. Since their priority is to make more money, Cebu Pacific should stick to just being a LCC offering domestic and short-haul international with crammed aircraft like their A330-300. They won't get the patronage of passengers who wish to fly long-haul comfortably. It would be too much of a torture!

  5. Ceb Pac ordered 10 B777-300ERs under undisclosed customer list. They might announce this order during the Farnborough Air Show.

    1. Fingers crossed. Let's just hope and pray Cebu Pacific will not reconfigure the B777-300ER into an 11-abreast seating instead of 3-3-3.

    2. if 5J were eyeing long-haul aircraft, they were better-off getting the A350 or A340s to have fleet commonality...

      not advisable for LCCs to have different fleet types... it would just cost them money...

  6. all 7 additional entitlements will most likely go to PR... CAB will take in to consideration if the carrier will be able to use the entitlements soonest time... plus the fact that it was practically PR who requested CAB to negotiate with Canada for additional entitlements...

  8. PAL has IFE. they'll fly B777 which has IFE on all classes + wifi.

    1. Now they do, but they won't starting September because they will be using all their B777s exclusively on their flights to the US. They will be using old A340s on their flights to Toronto. The A340s does not have personal IFEs, so good luck!

    2. we have already booked a flight on september because PAL have now the cheapest R/T airfare from YYZ-YVR-MNL at CAD 1165 But upon seeing our E-Tickets that aircraft type to be used is A340 instead of B777 we are all dismay hopefully seat 32 A,C J and L as what PAL customer service agent suggesting would be a good seats for us with this overhead television..hsssst!! we will not going to booked and fly with PAL again if they will continue using the Old A340 aircraft from yyz-yvr-mnl

  9. Sana nga Cebu Pacific na lang lumipad sa Toronto, at least kahit walang personal IFE, mas mura dahil low cost carrier. E ang PAL, wala na nga Personal IFE, ang mahal pa.

    Those additional entitlements will not be heading to YYZ....

    PR will use the additional entitlements to fly MNL-YVR-EWR/JFK and maybe MNL-YVR-ORD...

    Farnborough is just around the corner, lets just wait and see... ;)

  11. That's good for traveler to have more and more airlines because of that passenger can get more facility and services. By starting this service only people get benefits of it's services that is most appreciated thing. I am also looking for cheap tickets to Ottawa soon.

  12. It's interesting that Cebu Pacific has been saying for years that they'll fly to Hawaii, and here we are in 2017 and it hasn't ever happened. I don't put much stock in what Cebu Pacific is supposedly thinking about doing, route wise, as is never happens.
