According to Carmelo Arcilla, Executive Director of the Civil Aeronautics Board, talks were originally scheduled for July 9 to 10, but the South African government asked for the meeting to be postponed due to the unavailability of the South African delegation. "At the last minute, they are not available," said Arcilla. He added that the counterpart negotiators from South Africa had a full schedule in July.

The negotiations come at the request of South African Airways, which would like to expand into the Asian market tapping destinations such as Thailand, Hong Kong, and the Philippines. South Africa is also a huge market in Africa for the Philippines and both Cebu Pacific and Philippine Airlines have had it on their radar for quite some time.

The Philippine government would like to propose a direct connection between South Africa and the Philippines in an effort to build and develop trade and tourism between the two nations. South Africa is presently the Philippines' largest trading partner on the continent of Africa.

Should talks with South Africa be successful, Filipino workers will also have an additional jump-off point to points within Africa. However, Philippine Airlines would not confirm if it was going to pursue South Africa in spite of past media reports suggesting that the carrier had expressed interest. Meanwhile, Cebu Pacific revealed that it was currently studying the business case of flying to South Africa among other long haul destinations.
