Air Negotiations Set with Russia and Israel
The Philippines is planning to hold air negotiations with Russia and Israel as early as November after Philippine Airlines expressed interest in flying to each destination.
According to the Civil Aeronautics Board, talks with Israel are scheduled for November 4 and 5. The existing bilateral agreement between the Philippines and Israel was forged during the 1960's or 70's. The government initiated discussions with Israel because there is currently only one frequency permitted under that agreement.
In addition, the Civil Aeronautics Board revealed that it is planning to host air talks with Russia in the immediate future. The regulator plans to hold discussions with Russia in the Philippines this November or in December but no date has been confirmed yet.
Russia indicated that it would like to meet with the Philippines because the air service agreement is outdated with routes outlined but no seat entitlements. While charter flights exist, no scheduled service exists between the two countries.
Interest is growing from tourists in each country seeking to explore the respective destinations. According to the Civil Aeronautics Board, Russian groups have expressed interest in visiting the Philippines via Vladivostok while pilgrims and overseas Filipino workers have been identified as key target markets for Israel.

The Philippines is also targeting air talks with France in early 2014 in an effort to revise another outdated air service agreement that will enable Philippine Airlines to mount direct flights to Paris following the lifting of the ban in July that prevented the carrier from flying to Europe. The Civil Aeronautics Board will be seeking expanded seat entitlements during the talks which are expected to be held by January 2014.
The Aquino government has been pushing for the lifting of regulatory restrictions in order to increase the number of flights between the Philippines and other countries in an effort to increase tourism and trade.
