India's GMR and Megawide Construction Lead Bidding of Mactan-Cebu Airport Expansion

A consortium composed of Megawide Construction Corporation and Bangalore, India based GMR Infrastructure outbid a number of prominent bidders including SM Group, San Miguel Corporation, JG Summit Holdings, and Ayala Corporation for the construction of the Mactan-Cebu International Airport expansion project.

According to Jose Lotilla, Undersecretary of the Department of Transportation and Communications, the GMR-Megawide consortium was the highest bidder on the project at P14.40 billion. Following the completion of the bidding process, it is now up to the Department of Transportation and Communications to review the financial bids prior to issuing a notice of award on January 6, 2014. The contract for the winning group is to be signed one month later on February 6, 2014.

The Executive Director of the PPP Center Cosette Canilao expressed his satisfaction with the bids noting that the Aquino Administration was prepared to subsidize the project if necessary. "Those are really good bids that exceeded our expectations," said Canilao. "The government was prepared to give a subsidy. We got all the good operators from all over the world to participate. It's good for the government."

Meanwhile, the Chief Financial Officer of Megawide Construction Corporation described the bidding process as that of a David and Goliath Story acknowledging the "Goliaths" that the conglomerate was up against including SM Group, Ayala Corporation, and San Miguel Corporation. 

Megawide's partner, Bangalore-based GMR Infrastructure currently has three ongoing airport projects in Turkey, Maldives and India. Megawide has already won a series of public-private partnership projects for the construction of classrooms under the Department of Education's School Infrastructure Project. 

The Department of Transportation and Communications reported that San Miguel Corporation bid P9.05 billion for the project while the JG Summit consortium bid P11.23 billion. The winning bidder will be expected to construct a world-class international passenger terminal building at Mactan-Cebu Airport that can accommodate up to eight million passengers per year making it the second largest airport in the Philippines after the Ninoy Aquino International Airport in Manila.
